RENO — The Reno City Council on a split vote has approved a massive development north of the city on the Winnemucca Ranch.

Developers of the Spring Mountain project envision a master-planned community with 12,000 homes and 2 million square-feet of commercial space.

They add it will be energy efficient, with wind turbines and solar panels to provide power.

The $6 billion project also includes impact fees to build a new highway and a requirement that housing and jobs balance, to minimize commuters to Reno 25 miles away.

The project now goes to the Regional Planning Commission.

What does Reno have to do with a project 25 miles away? Wouldn't that be Wahsoe County? What about Sparks, Stead, Fernley? They don't have a say?
