The Sparks City Council faces a light meeting agenda today with a heavy topic appearing on the list of consent items.

Among requests for gaming and cabaret licenses from Mountain Notions Inc. on Scheels Drive, the council will consider funding a memorial for fallen state trooper Kara Kelly-Borgognone.

The $1,139.72 contract with Silver State Barricade and Sign would pay for a sign that would mark the new Kara Kelly-Borgognone memorial highway, city officials said. The stretch of road would be set aside on Sparks Boulevard between Pyramid Highway and Kiley Parkway. The company’s estimate for the sign was for a 54-by-36-inch sign with a graffiti overlay.

The sign would be put up at the intersection of Sparks Boulevard and Pyramid Way, where Kelly-Borgognone was struck in her patrol car on Feb. 25 while responding to a bomb threat in Spanish Springs. The 33-year old mother of two died days later from her injuries at Renown Regional Medical Center.

Each sign would cost $596.86, including the cost of installation and a back brace.

In general business, the council will hear an update on federal legislative affairs issues and give direction on the city’s federal legislative priorities.

The council will also discuss the Washoe Regional Emergency Safety Plan, which, if approved, would be the foundation for managing regional disasters. Following the receipt of a grant in February 2007, regional jurisdictions pressed forward with researching and developing the plan. The regional partners in the plan are the cities of Reno and Sparks, Washoe County, the Washoe County School District and the University of Nevada, Reno.

Following the city council meeting, the Sparks Redevelopment Agency will meet with only two general business items on its agenda. It will hear the report of appropriations transfers and consider applying for a grant for phase eight of an ongoing historical resources survey project in Sparks.
