CARSON CITY — Nevada Rep. Dean Heller is detailing his concerns over the legality of federal health reform in a letter to state Attorney General Catherine Cortez Masto.

In a letter sent Friday, the Republican congressman raises constitutional questions over requiring everyone to purchase health insurance or face IRS penalties.

He also expresses concerns over regulation of health insurance exchanges states will be required to create, and different match rates for certain Medicaid costs the federal government will pay to some states but not others.

Heller says the disparity will require Nevadans to offset other states' costs, and may violate the equal protection clause in the Constitution.
