CARSON CITY — Nevada Senate Majority Leader Steven Horsford says the state's mining and casino industries and other businesses are in talks with lawmakers on how fees can be increased to protect education and services for the poor from drastic cuts.

The North Las Vegas Democrat says legislators are working with Gov. Jim Gibbons' office, but lawmakers are working to put their own plan together to solve the state's nearly $900 million budget shortfall.

Horsford and Democratic Assembly Speaker Barbara Buckley say legislators are in general agreement that the governor's proposed 10 percent cuts to public schools and higher education are unacceptable.

Gibbons called the Legislature into special session Tuesday to address Nevada's fiscal crisis, and has pledged to veto any new taxes or fees not supported by those who pay them.
