Sparks approves agreement with Target

Target Corporation on Monday cemented its obligation to pay fair wages to workers who construct the Target Greatland store as part of The Legends at Sparks Marina development.

The new store will occupy land near the former site of Don Mello Sports Complex.

The fair wage agreement is legally required for any construction project that uses public financing. Workers must earn the "prevailing wage," or the wage that is considered fair for skilled tradesmen taking into account a region's cost of living.

All contractors and subcontractors must follow this requirement at The Legends, as RED Development will use three means of public financing. These include Sales Tax Anticipation Revenue (STAR) Bonds, limited obligation bonds funded by an exclusive Legends tax collection district (LID Bonds) and Tax Increment Financing collected from certain property owners in Sparks Redevelopment Area 2.

At Monday's Sparks City Council meeting, councilmen approved a contract in which Target acknowledges its obligation to pay the prevailing wage during the "initial building construction."

This includes construction of the building, but will not include the installation of any appliances, security devices, computers or interior fixtures. Also, sales staff and any other workers not involved in the building construction will not receive the prevailing wage, according to the agreement.

Legends at Sparks Marina is anticipated to be a $1 billion tourist-attracting complex featuring retail establishments, unique restaurants and entertainment venues. A massive Scheels All-Sports store will lead the development's partial grand opening, scheduled for late September.
