Council hears legislative update, beginnings of new home development

The Sparks City Council will return to the table today to discuss federal issues, hear the first reading of two rezoning requests and recognize local philanthropy, among other agenda items.

The meeting will begin with presentations and proclamations, including the recognition of the Northern Nevada DUI Task Force and a proclamation declaring Oct. 5 as a day to remember fallen firefighters. The city is requesting that all flags be lowered to half-staff on that day.

Council also will hear an update on the federal issues that will affect the management and future of the city. One federal item of concern to the council, as stated in preliminary reports, is federal funding for transportation. The legislative update will also discuss the city’s Bill Draft Request, which has now been submitted to the Legislature.

Two rezoning requests will receive their first reading at today’s meeting. These requests include changing the zoning of a parcel at 475 E. I St. from public facility to a single family residential designation and changing a parcel at the corner of Pyramid Highway and Eagle Canyon Drive from an agricultural to a new urban district designation. The change on the 694-acre Pyramid Highway parcel would pave the way for a planned new home development in the area, bringing with it about 2,583 new homes. The request is being brought forward by Sonoma Highlands, LLC and Bluewater Interests, Inc.

The city is considering issuing $23,550,000 worth of general obligation bonds for sewer projects in Sparks. According to state law, the city is required to hear comments from the public on the bonding before they can be approved. That hearing will take place today.

The council has an amount of money at their discretion to use for affordable housing projects in Sparks. Today, staff will recommend that the discretionary fund allocation from the Washoe County HOME consortium be prioritized for the Wright Street senior apartment complex project. Sparks’ share of the HOME consortium’s funds for 2008-2009 is $244,008.
