Martini said that he plans to address the area's tough economic times in the speech – a recurring theme at city hall in the wake of the city's $7.2 million budget trim last year, which cost 34 city employees their jobs.
"My annual speech will focus on how our residents can become involved during these tough times," Martini said in a press release. "My remarks will also include a look at our successes and highlights in 2008, as well as the challenges that we face today. It's also a look forward."
The speech will be delivered at Sparks City Hall in the legislative building. The address will also be telecast live on Sparks Centennial Television, Charter Cable Channel 15 or 215 and through the city's Web site at www.cityofsparks.us. Later in the day, Martini will meet with city finance staff to work through some of the city's budget issues. That meeting, at 3 p.m., will also take place in the city's legislative building.
Included on the agenda are budget updates from the City Attorney's Office, the police department, the city's judicial arm, the city's finance department as well as the council and mayor.
