SPARKS — Sparks City Council was on the fence Monday about a plan to increase the time limit for stays at the Marina Landing RV park from 25 days to 90 days — ultimately squashing the idea.

A 2-2 vote — with Ron Schmitt and Mike Carrigan voting the plan down and Ron Smith absent — left the plan hanging. The tie meant the plan to extend the stay at the RV park would either need to return to the Sparks Planning Commission, which recommended approval, or die following the vote.

Carrigan said he voted against the amendment to Marina Landing’s planned development handbook, which would allow the extension of visitors to stay longer, because the change didn’t apply to all RV parks.

“I’m voting ‘no’ … this gives an advantage to one business over other businesses,” Carrigan said. “No other business in Sparks can do this.”

Schmitt gave no reason why he voted the change down.

In 2009, the Sparks Transit Oriented Development Corridor Master Plan replaced the Sparks Marina Area Plan as the governing master plan document. The property’s zoning was established by the Marina Landing Planned Development Handbook.

The RV park owner proposed changing the standards to the length of stay in the park and the height of the RV park sign to accommodate those who come to work in the city for longer periods of time.
