CARSON CITY, Nev. (AP) — Nevada lawmakers have been urged to reject Gov. Jim Gibbons' proposals to cut Medicaid reimbursements to hospitals and doctors because the reductions will only shift the costs elsewhere — and probably increase them.

The legislators reviewing the governor's $2 billion human services spending plan, part of an overall $6.2 billion, two-year budget proposal, also were cautioned not to bank on federal stimulus funds as a way to cope with the cuts.

Churchill County Commissioner Norman Frey told lawmakers that relying on those federal funds, now being debated in Congress, is "like waiting for Santa Claus to come to town and rescue you. It's a very, very risky thing to do."

According to a legislative report, Nevada already is last in the nation in per capita spending for Medicaid.
