Repeat offender program arrest

RENO — On Thursday, the Repeat Offender Program (ROP) detectives and Reno Police Department officers ended a three-week investigation into the criminal activities of ROP target Kelvin Spann. During the investigation, detectives observed Spann as he broke into a Reno business yard and stole steel I-beams and then sold the items to Western Metals Recycling at 1325 Hymer Ave. in Sparks. ROP detectives working in partnership with the owners of Western Metals Recycling were able to recover all of the stolen property for the Reno business.

Spann was booked into the Washoe County Jail on four counts of grand larceny with a victim older than 65 years. His bail is set at $20,000.
